The Union Public Service Commission (UPSC) is contemplating taking legal action against two candidates, Aysha Makrani from Madhya Pradesh and Tushar Brijmohan from Haryana, for submitting forged documents. The candidates deceitfully asserted that they had received the Commission's final recommendation in the 2022 civil services examination.

According to an official statement, the Union Public Service Commission (UPSC) is deliberating on taking both criminal and disciplinary measures against two candidates who have been accused of falsely asserting their selection in the recently declared results of the civil services examination.

 In a statement issued on Friday, it was revealed that Aysha Makrani from Madhya Pradesh and Tushar Brijmohan from Haryana are facing allegations of fraudulent activity. The Union Public Service Commission (UPSC) stated that both individuals falsely asserted that they had received the Commission's final recommendation in the 2022 civil services examination. Their claims were made using the roll numbers of genuinely recommended candidates, but it has been determined that they forged documents in an attempt to support their fabricated assertions.

By engaging in such actions, Aysha Makrani and Tushar Brijmohan have violated the regulations outlined in the Civil Services Examination Rules of 2022, as notified by the Indian government's Department of Personnel and Training. Consequently, the Union Public Service Commission (UPSC) is considering taking both criminal and disciplinary measures against these two candidates for their fraudulent behavior, as per the provisions stated in the Examination Rules.

What's the matter? 

This occurrence follows recent media reports regarding a potential confusion between two candidates who shared the same first name in the recently announced exam results.

 As per the reports, there were claims made by two candidates from Madhya Pradesh: Ayasha Fatima from Dewas, and Aysha Makrani from Alirajpur, asserting that they held the same rank of 184th. However, upon conducting an internal investigation, the UPSC discovered that Makrani, along with another candidate named Tushar Brijmohan from Rewari, Haryana, had falsified their documents to falsely declare that they had been "recommended by the UPSC in the Civil Services Examination, 2022," using the roll numbers of genuinely recommended candidates.

A similar situation with Tushar

Similar to Makrani, Brijmohan was accused of asserting that he held the 44th rank, just like another candidate named Tushar Kumar from Bhagalpur, Bihar. The Union Public Service Commission (UPSC) stated that both candidates had not successfully cleared the preliminary examinations conducted the previous year. Allegedly, they resorted to forging documents in order to progress to the subsequent stage of the examination.

An unnamed official from the Union Department of Personnel Training disclosed to ThePrint that a police complaint will be lodged against the individuals involved.

“Since the two candidates never cleared the exam and continue to remain private citizens of the country, they will be held accountable under Section 468 (forgery for the purpose of cheating) and Section 420 (cheating and dishonestly) of the Indian Penal Code,” the official said.

In the confusion between same roll numbers and false claims, What's the truth? 

Recent media reports stated that both Fatima and Makrani made assertions of possessing the identical roll number, which is 7811744.

As per the UPSC statement, Makrani's performance in the General Studies Paper-I was recorded at 22.22 marks, and in the General Studies Paper-II, she scored 21.09 marks. These marks were significantly below the respective cut-off marks of 88.22 and 66 for the two papers. The statement also mentioned that her actual Roll Number is 7805064. Additionally, it was explicitly stated that Makrani not only did not meet the requirements to pass Paper-II but also achieved a significantly lower score than the minimum threshold for Paper-I, which was set at 88.22 for the unreserved category. As a result, Ms. Aysha Makrani did not progress beyond the Preliminary Examination stage and was unable to proceed to the subsequent stages of the Examination.

The situation concerning the two Tushars was parallel. According to the statement, both individuals asserted possession of the identical enrollment number, which was 1521306. The statement further clarified that one of the individuals was Tushar Brijmohan from Rewari, Haryana, while the other was Tushar Kumar from Bhagalpur, Bihar. Both candidates claimed to have achieved the 44th rank in the UPSC examination.

The UPSC statement highlighted that Tushar Brijmohan from Rewari had failed to clear the initial round of the examination and had resorted to forging documents.

According to the UPSC, Brijmohan's performance in the General Studies Paper-I was recorded as "-22.89 marks," while in the General Studies Paper-II, he scored 44.73 marks. However, the Examination Rules mandate a minimum score of 66 marks in Paper-II. Thus, Brijmohan, too, failed to meet the requirements at the Preliminary Examination stage, preventing him from progressing to the subsequent stages of the Examination.

The statement emphasized that both Aysha Makrani and Tushar Brijmohan had violated the provisions outlined in the Rules of the Civil Services Examination, 2022.
